996 Seadoo XP won't turn over with PTO plug in

My Seadoo turns over fine with no plugs in and just the mag-side plug in. When I try to turn over with just the PTO plug in, it seems to try and turn over, like for 1 half second and then whirs a bit. I’ve had the ski for 2 years and this is the first trouble I’ve had with it.

Mag-side compression is 150. PTO side compression I can't measure cause when the tester is threaded in the PTO side, it won't turn over.

The 2 batteries I've used are in great shape according to Advance Auto Parts load testing.

Any guidance is much appreciated.

1. Does any oil come out of the plug holes when you crank it over? THe PTO cylinder could have oil in it from a leaking crank seal.
2. Check all battery cables and connections. Bad cables and connections can cause low voltage to the starter.
3. Weak and/or aftermarket starter could be causing no crank. Clean and install new brushes. Do NOT buy an aftermarket starter.
 
1. No oil or water coming out of PTO cylinder.
2. I am going to pull the black box and starter form my second 96 XP and see what that does.
3. I have already changed out the starter once, and I have 2 more I can try.

I just don't understand the reason this is happening. Could the compression be so high in the PTO cylinder that the starter can't overcome the pressure?
 
No, there is no way for the rear compression to be higher unless there is liquid in the cylinder.
99% of the time it's going to be the battery, cables or starter.
