'99 GTX RFI Idle Problems

I took my '99 GTX RFI for a ride. After 10-15 minutes of riding I stopped for a no wake zone. The ski wouldn't idle down, probably running twice the RPM it should. There was also slack in the thumb (throttle) lever. This issue continued for the rest of the ride, which was another 20-30 minutes.

When I got the ski home, I sprayed the spring with silicone. After doing so, the opposite problem happened. Now the ski idles down so low it dies.

What do I need to do to get this machine to idle the way it used to?
 
there an idle screw just above the bell crank where the throttle cable rides. use a 5mm allen socket / wrench and a 10 mm wrench to loosen the jam nut. about 23-2400 rpm on trailer should get you close to 1500 recommended rpm on the water
