98gsx lim newly rebuilt carbs. should i dry start system

w/ all the lines empty of fuel whats the recommended procedure for starting a motor dry of fuel in the lines

shoot some wd-40 down plug holes, re-install plugs and pull choke and hit start button, til she primes and fires..if more than 10-15 seconds, let off, let starter cool for a few, then try again. Might need to reverse the "process", with throttle opened, once you know, ski is primed and fuel in cylinders.

i put gas in the plug holes and it fires for about 3 sec... did it 3 times...could there be something restricting the flow...ex the fuel selector knob, fuel baffle filter..like i said its been sitting for 2 yrs
