98 SeaDOo Sportster CARB help

I took of the carb to give it a good cleaning and now like an idiot im having trouble getting it back on properly... The problem I am having is trying to figure out the proper way the spring goes on the lower throttle cable. Basically the way i have it theres no tension so the throttle is staying open instead of backing down. I have tried putting the spring every way possible but it wont work... PLZ HELP
 
What you call the lower throttle cable may really be the oil pump cable, it is harder to see in the parts diagram, but once you get the carb/s back on you can pull the oiling arm and lay the cable back into the track, once you get the idle set in the water at 1500 then look carefully for 2 lines one on the cable part the other is stationary, these should be lined up together at idle so as the throttle is opened the oil pump knows to start pushing out more and more oil as top speed is attained you need the oil running stronger to prevent bearing failure, when you are near idle very little oil flows to prevent plug fouling based on the very low load on the motor the bearings can survive without a steady stream of oil flowing. This is why premix motors consume spark plugs and smoke up the ramp/dock area.
