98 gsx beeping and rev limiting

I have a 98 GSX limited i just purchased. The oil injection is removed and jumped. No lights or problems there. But the gas guage shows nothing, the ski beeps every minute or so, no lights or anything, and is maxing out at 5100 rpm. 35-40 mph. Does anyone know if these are related? I have it at a shop now, but they havent touched it. I am thinking about taking it home, and shorting the fuel baffle to see if the guage then works and stops beeping, and then runs full speed. It has 150 psi both cyl's and carbs have been cleaned supposivly before i picked it up. I hope its something easy, but I just cant imagne what else it would be besides those grey fuel lines i have read alot about that i will be changing, but if the carbs are clean then that shouldnt be it right? Someone tell me this ski is smart and rev limits and fires an alarm on low or empty fuel. Thanks! And other details avail!
 
1) The fuel baffle problem is independent of the RPM's. I finally got around to repairing mine last year after 2 years of not working. It's easy to short the plug and determine if the gauge works. The sporadic beep is more than likely the empty fuel situation.

2) The gray lines may be bad or good, never hurts to replace them. I have seen good ones and bad ones. There is plenty of info on the forums about the procedures.

3) I personally haven't seen 150psi in the 947 engines, more like 130 per cylinder.

I watched cylinder 1 go to 149 and cyl 2 go to 150. so i know they should be good

but, what would make my rpm rev to 5100? it cruises right along at that speed and i saw it 1 time for just a blip hit 5120, then back down.
 
the oil injection pump is still installed, any chance it is pushing air or something into the carbs additionally and messing up the system at higher throttle?
