98' Challenger 787 Overfueling

Just bought this boat and haven't been able to get it going. I recently noticed that it is over fueling. I pulled the spark plugs and noticed they were really wet, I turned it over and it smells like fuel spraying out. Not sure what causes this or how to correct it.
 
If you keep cranking it and it does not start then you will flood the engine. This is what is supposed to happen. Fuel is pumped into the engine whether it starts or not.

The question is why is it not starting. Check to see if you have spark. And be careful since you will have lots of fumes in the air from flooding the engine.
