As title says "'97 XP: Only 1V from MPEM pin 2-16 to Starter Solenoid"

Purchased ski for $200 without key.

MPEM was sent out to Nick at Westside PowerSports to program new Atlantis key. Paid additional for the diagnostic tests. Not doubting the service he provided just giving background for good known MPEM.

Not new to electrical - teach automotive repair. Was technician prior.

Looking for insight of outputs/inputs I'm missing. Have factory service manual but finding discrepancies in wiring diagram on the start stop switch colors and pins to MPEM.

Ohm'd start/stop switch. Open when not pressed. 0.9 ohms when depressed.

When putting new key on DESS post I am only getting slight noise from beeper (believe the speaker is failing) and the VTS gauge is the only gauge that powers up.The VTS gauge pegs and stays there until the key is removed.

Passes DESS post measurements:
Key on DESS post 0.5 ohms measured between black and black/yellow wire.
Key off DESS post:
O.L. between black and black/yellow wire.
0.5 ohms between white/gray to switch terminal.
0.5 ohms between black to switch ring.

Back probed yellow/red wire to starter solenoid and applied 12V to ensure starter circuit will function if I can get MPEM to output the 12V on pin 2-16 like it is supposed to. When applying 12V to back probe starter circuit cranks over as it should.

12V to MPEM and also coming out to Voltage Regulator as well.

Any advice is appreciated.
