97 Seadoo XP Running Sluggish

The other day I was on the lake and was cruising around 40mph. All of a sudden the machine shutoff. Then when I went to start it up, it didn't sound right, and with it full throttled it would just putt around. Prior to that, the mixture I was running seemed to be a little too rich (32:1). My plugs kept getting fouled up and once cleaned it would start up. I was hoping to run off the existing fuel mixture and start running 40:1 mixes. Could my problem be related to this, or is it something different? The engine is new (~20hrs on it). Ran great last summer. Any insight would be helpful.
 
If you just cleaned the plugs and didn't replace them that might be the issue. Start with the simplest and cheapest thing first: new plugs.

Obviously the mix was too rich if the plugs were fouling, so the 40:1 is likely a better option. Search the site for more info on the ideal ratio; I'm sure there are many posts on the subject.
