'97 GTX fuel issue

I bought a 1997 GTX and I have had trouble starting since I purchased it. It will start with starting fluid eventually and run fine and even after I get it running then stop it will fire up fine until the next day when I try to start it then it's the same thing. I have tried tracking down the problem and when checked out the fuel filter I found that it had been unhooked (bypassed) by previous owner. Not sure if the problem could be in the fuel sensor/baffle pick up unit or could one of the check valves or air vents be causing this? Is it possible to pull the fuel baffle to check out without removing the lines? I have read that you must pressurize the lines to test once they have been removed and I do not have the means to do this. I have the service shop manual and I have looked at the schematic of the fuel lines and I know they are not correct BUT I feel like hooking them back up would be a waste of time until I am able to determine the cause. I obviously don't know much about this so any help is appreciated.
 
More than likely you need to overhaul the entire fuel system. Carbs selector lines seal on water separator
