96 xp Steering cable Removal help please!

I cannot get the steering cable to budge from the back of the hull. I got the nut and washer off with no problems at all. but I cannot get the rest it out at all. Am I skipping a step?

nope probably just sealant..push thru and pull back the retainer to remove two halfs and it will come out.
