96 spx spraying water inside hull?

Hey guys, was out yesterday and noticed my 96 spx (720) was having a power surging issue. It would idle fine, but as soon as I gave it throttle it would do nothing but stumble with an occasional burst of speed.
After I yanked it out of the water, I noticed it had a few inches of water inside the hull. As I was draining it, I started it and it was splashing water back at me from the area that I circled in the attached photo. It was hard for me to identify the issue, but I was hoping somebody more mechanically inclined could help with the given information. I took the plugs out just to see if any water got in the motor, but nothing shot out so I fogged the s#$t out of it and put it away.

That looks like the flush port,,,and should not be leaking and requires a special fitting from a dealer,,,or just replace the hose,,its just 1/2 inch auto hose,
 
It didnt appear as if it was coming from the flush port. It was coming from the bottom of the hull (that had a few inches of water in it at the time) within the circled area.
 
Was the pto flywheel thing grabbing standing water and flinging it up? You can run on the hose to check the cooling system, just keep it under 3 min or so for the sake of the carbon seal.
 
You can put in your drain plugs...fill the hull up with water to cover the carbon ring/seal...start it up and see if water drips down into the intake grate area.
 
I had this happen to me a few years back and the tuned water pipe on the back side of it had a small hole or crack in it that we had to have welded back shut it did the same thing it sprayed water under heavy load and bogged the motor down.
 
Hmmm... interesting, did it idle fine but not want to accelerate at all too? FWIW, I did have the carbs done (with mikuni kit) only 2 rides ago.
 
Is it comming out of the black Bailer check the two siphon tunes in nozzle make sure there in there still then pull the nozzle and make sure orings are still installed and round.if not correct it pushes water instead of sucking.
 
FIXED:
1. Yes, the pto flywheel thing must have been flinging up the water that was in the hull initially.
2. The issue was the tuned pipe came loose and not only was letting water in, but made it run as if it had fuel delivery problems.
