96 gtx fwd spark plug dry

Well I have finally got around to trying to start my 96 gtx after a top end rebuild and carb cleaning and rebuild. Ski motors fine but won't start. I pulled the plugs which are new to see if I flooded it out and the fwd plug is bone dry. The rear plug was wet but didn't much smell like fuel. I am currently re charging the battery cause the ski stopped trying to start and just clicks so I figure I ran the batt down on this initial try. Any idea what I should be looking at in the carbs. This is my first experience doing this kind of thing so not an expert but I am mechanically inclined and followed the manuals and the carb rebuild instructions. I have a 96 gsx that I may swap the carbs over on and see if it will start tomorrow to verify it being a carb fuel issue unless someone thinks that would be a bad idea or have a better plan of attack to resolve the issue. Thanks for any help.
 
Sometimes it takes a while to get fuel to the carbs. I like to dump a little premix down the carbs to get it to fire and pull fuel faster.
