96 gts only runs with rev limiter unplugged

My 1996 gts 580 will run and idle perfectly with the rev limiter unplugged, but if it’s plugged in will only run for a second then shut off and will only turn back on by removing the 5A fuse and putting it back. i don’t mind not having a rev limiter but then i have no kill switch
