96 GSX VTS Inop

I have a 96 GSX and the VTS is Inop. So far I have checked the fuse which is good and I have removed the trim motor and hooked it up to a battery and that works. I can hear the relay inside(or around) the VTS module click when I try to move the Trim up or down. Do I have a bad module, or is their something else I should be checking? I appreciate any suggestions you may have to offer. Thanks Mike

I think they are known to leak water inside them and rust.
