96 challenger troubles

I just picked up my first jet boat , When started it wants to pulsate while idling above 1/4 throttle its rather hard hard to get started . An floods out alfully I`ve cleaned rave vavles , an carb`s an the little filters on the bottom was clean on both carbs , replaced fuel lines also Getting flustered any ideals ?

What are the turns out on the low speed adjusters? Is it flooding or going lean? May need to go through carbs really good. check those filters in them, check for leaking n/s, Check for proper fule pump operation and pulse line.

Whats it like at 3/4 to wot? Have you done a plug test on that?
