96 challenger jumpy throttle

Recently picked up a 96 challenger 787, new engine put in this year. I found that it is impossable to get it to run between 4000-6000rpm, as soon as you get above 4000 it will jump to 6000 and soon as it drops below 6000 it drops to 4000. It runs good, but seems to top out around 35-40mph, a little low i think? Seems to cavitate a lot out of the hole compared to a pwc.... how long should i take to get up on plane? Great forum, by the way lots of info.
 
Besides the usual of cleaning your carbs, check your rave valves as they might be sticking and need to be cleaned
