951 accelerator pump question after carb rebuild

So I finished up the carb rebuild, tested everything per the manual and the great write-ups on this forum. I ran some fuel into the mag side carb inlet and expected to be able to see the accelerator pump squirt, but I don't see anything. Should I be able to?
 
As long as you get fuel into the carb and coming out the return hose then yes, the pump should squirt.
 
How does the fuel get to this outlet...what is the fuel ciruit?

If I hook a hose with fuel to the pump inlet, it squirts like crazy...it is like fuel isn't getting to the feed port to it?
 
Fuel comes through inside the carb body.

You need to check the parts diagram for your boat as some have a brass restrictor orifice in that feel line that has to be reinstalled from the old hose.
 
These fuel lines are hooked up correctly, right? I didn't change anything from since it was last running. And yes, I put the restrictor in the new hose. I cannot get fuel into that feed port to the accelerator pump...

Looks correct. The accelerator pump is fed from the fuel chamber in the PTO carb. Pull it back apart and make sure the passage is clear.

I am working on a 1997 GTX. Idles fine @1200, high speed runs great, instant throttle response over 4000 rpm, but... low speed to 3/8 throttle it bogs and sputters. Plugs look normal gray/brown and dry. Turned the low speed out to 1 1/2 turns and it helped some but didn't fix it. They were at 1 1/4 turns so I don't know what changed. I feel like I'm masking some other problem. I have to admit I mixed up the new springs with the old when doing the carbs but pop off was 38 before and after rebuild. I think I got them right.
Still had original fuel lines. I have replaced the fuel lines and tossed them before I knew about the restrictors. I have new restrictors but am not totally sure where they go. Thinking one goes in each return line but is this correct? At first I read don't worry about them, then I read the Mikuni manual stating they act as fuel pressure regulators. I say "they" as I thought I read there were two restrictors. Now I'm not sure where to put it/them. Any advice?

Cleaned fuel pick up fixed fuel level indicator
Fuel filter cleaned
Rebuilt Carburetors, Mikuni kits. Followed rebuild thread
Pop off 38 both carbs
New 1.5 Needles and seats
Check valves working
New rectifier
Compression - 155 mag, 157 pto
New plugs, gapped to .024
Plug wires clipped

Please start a new thread in the PWC section.

The accelerator pump restrictor goes in the little line that feeds the accelerator pump and there is only one.
