95 xp 717 dumping fuel threw carb

I’ve got a 95 seadoo xp 717 and I’m having a issue with my mag side carb. It is basically pumping fuel straight threw the carb in to the motor and flooding it out(literally a pool of fuel on the throttle flap). They are freshly rebuilt with a OSD back to stock carb kit. I have take the mag side of and taken it apart multiple times and just can’t figure it out. Any tips would be much appreciated thank you.
 
Black diaphragm with the red dot holding needle seat open?
Did you check Popoff? Did you do the other pressure checks?
I don’t think it is holding down I’ve taken it apart 3 and the diaphragm seems to be seating fine. times I didn’t do pop off cause they said you didn’t have to worry about it with their kit it only comes with 1 spring per carb both black. what are the other pressure checks?
 
Dpop-ff will tell you if the needle and seat are leaking and functioning correctly.

the other test is leak-down to see if any gaskets are leaking.

Always do both and both are in the carb rebuild sticky.
