It's mold attacking the rubber. You could try bleach but honestly just replace them with new Hydroturf mats and you can thank me after your first ride.

You have to remove the old mats and rivets then fill the little holes with some Bondoglass from Walmart. Then the new mats are peel and stick. It’s really pretty easy.
