95 GTX Wont Start

Put it in the water yesterday and ran it around a few times. Ran great. Later on it would not start. Tried again today and nothing. Left seat off to dry out condensation thinking wet wires. Getting fuel and spark. Plugs seem to get wet quickly. Turned it over without plugs in to get fuel out and it was black what was shooting out. Plugs got pretty wet even without throttle. Noticed black oil around the bolts that hold the exhaust to the manifold. Seems to be coming out of the bolt holes and not by the gasket. Could something be blocked in the exhaust? Exhaust was flowing out well when it was running.

Nothing blocked.. Try new plugs

New plugs didn't help. First second of turning it over it SOUNDS like it wants to start but then just spins with the starter. I had the engine rebuilt a few years ago. Only thing I can think of that would prevent it from starting is low compression. Seems weird considering it ran great 2 hours earlier. Anything else electrical or otherwise that could prevent starting? Gas and spark are present.
