94 GTX Running Very Rich

Background: Purchased 1994 GTX with hole in Mag Cylinder. Diagnosed as problems from old gray fuel lines. Replaced all fuel lines (did not replace selector switch as it was clean but cleaned it anyway). Split case to clean out aluminum. Rebuilt top end (now has 150 psi in each cylinder). I cleaned both carbs but did not change any parts in them. Finally got it all back together and it started right up but and it idles very well but sputters at higher RPM. I can see fuel spraying back out of the carbs at high RPM and the spark plugs are wet. I've tested it with and without the "air filter/ spark arrester thing in place". What would be causing it to run so rich? I am running fresh 87 octane gas with 40:1 premix of the Quicksilver oil recommended on this site.

In another post I mentioned that my oil lines are not purging correctly. Just mentioning it in case someone thinks they are related.

If it's doing anything like mine was, the pop off pressure was off. The only way to fix it is to replace the spring for your needle seat.
 
I start it up and it idles very well. When I open the trottle, it sputters and spits fuel out of the carbs. It seems to be getting too much fuel. Is the pop off valve pressure the only way to fix this issue?
 
Check the RV timing again, using premix is great for a new motor service, did the cables go back into the rotating guides smoothly, maybe double check this - very easy to have this problem, this also happens from mixing oils and a gel forms that wont move thru the tiny lines.
 
As much as I hate to take the rotary valve back off, I will check the rotary valve timing again. I have to get the fuel pump anyway. I drained all of the old oil out of the system except whatever remained in the oil pump itself. Could it be gelling in there? I disconnected the oil line at the oil filter and tried to blow oil into the oil pump while it was running. Should I have been able to blow through it (with my mouth), because I could not?
