93 xp won't start tried everything

Ok rebuilt both carbs replaced all fuel lines, cleaned out filters and selector valve. It will start with a squirt of brake clean then die. Replaced plugs with new NGK's BR8ES and fresh fuel. I have fuel pumping into carb out to the second carb but none to the return line. Is this normal? The pop off is set to 18-20 psi per my guage. What am I missing?
 
Described circuit blockage is in pto carb. Did you leak test both after rebuild?
 
How do you leak test? I actually got it to run for a couple of minutes after I tightened up the pulse line, it was getting fuel but apparently not enough. After a couple of minutes right back to not running, maybe plugged up the filters?
 
Use the PO tester and pump it up a few psi under the setting, if it holds 5 minutes, its (needle-sping) good. That lets fuel into the bowl
where it can go thru the passageways (circuits) into the venturi.
You may have old gas, dirty tank, deteriorating fuel lines, separator 0-ring, clogged fuel valve, dirty clogged fuel bafel bottom screen, and
again dirty carb filters, clogged pulse nipple/line, loose/leaking line connectors letting air in the supply/suction fuel line..
 
When I was trying different springs for the PO setting I pulled the filter and found that some of the paint from the fuel line nipples had come off and was caught in the filter already. So I am going to pull them off again. Should I be getting fuel coming from the return line nipple when I am trying to start it? Hopefully this is the last time.
