93 spx help

Im working on a 1993 spx for a buddy and i cant get it to turn over at all its like there is no power to the starter but all the connections are good and the battery is brand new and fully charged my question is could the black box prevent it from turning over? I thought it would atleats turn over if it was bad? any help or sugestions would be greatly appreciated thanks guys
 
USE BR8ES *Plugs gap .020

Post some History.
Take the *plugs out and use starter to spin over. 10-15 sec, then let cool & repete
this for 2-3 minutes. Have a towel above plug holes, and expect any oil in lower case
to spew out *plug holes. If still difficult, may be bad cable lugs or a bad starter.

If oil does come out, continue til none, then use pre-mix gas/oil mix in holes & down carb to start engine, cleaning plugs every 20 seconds of run til smooth and non-foul.
 
I would do that but i have nothing no power to turn the starter at all i dont even get a beep with the lanyard in i have nothing and the battery is new and fulld charged and to the best of my knowlege all the wires are going to there places and all connections are good could the black box if it were bad cause this problem? my buddys father said it need a new box but wasnt sure if that could cause this problem?
