93 GTX Cuts Out at Higher Speeds & Fouled Plugs

Hello - I recently acquired '93 GTX & '99 XP that I grew up riding from family friends. Both not running well but got the '99 up and going with carb rebuilds and fuel line replacement. The '93 though I'm still having problems and am kinda stumped. The ski would first start fine and idle around the lake fine but as soon as you would get up to 3/4 to full throttle after a minute or so it would die, like someone just cut off the fuel. It would then start up just fine and die if you went past 3/4 throttle. I decided to rebuild the carburetors because I was guessing it wasn't getting enough fuel due to clogged filters (one was clogged the other was not). I also checked the compression before doing that and one was 121 and the other was 123. The fuel lines had already been replaced from grey to black. Took it out and same issue, so the carb rebuild did nothing. I continued to tinker around and noticed that the plugs were fouling almost immediately. The attached picture is what it looked like after running for at most 5 minutes. It has fouled plugs for years but not this bad. The magneto side fouled worse than the PTO. The current state is now hard starting and cutting out still. Please help! Thanks in advance!

Those don't look that bad.
Typically when they are getting too much fuel and oil they will be black and oily.
