92 xp under powered?

I have a 92 xp that the previous owner swapped engines and I've now changed cranks. I was only given a single carb and I'm finding that my 92 spi has a lot more hole shot. I'm pretty sure the xp model had a different impeller. Could the slow acceleration be due to the single carb being unable to power a different pitch? Maybe my carb adjustments are off? I did have to take my rotary wheel off... I'm honesty not sure what the symptoms of it beeing out would be. Any insight would be greatly appreciated.
 
I'm leaning toward the impeller being too hard to turn with just the single carb but could anyone tell me what the symptoms of a rotary valve being a few degrees off would be?
