787 Lower part of exhaust not cooling

Hello I have a 98 SPX that runs great and cools fine but the lower part of the exhaust does not cool for some reason, I tested my water valve with air and it seemed to work fine then took the line off and no water. Not sure if the water valve is the problem or not, but if anyone has an answer that would be nice.
 
The service manual has a diagram showing the cooling circuit and water flow direction. You should be able to find where your blockage is by following that.
 
That’s a water control valve not a RAVE valve. It’s supposed to let water into the exhaust and lower rpm then dry it out at high rpm. Check all hoses and fittings.
Are you getting good flow out the pisser when riding? Is the water control valve leaking out the body when riding?
