2010 RXT X 260 oil filter housing

Im changing my oil for the first time. After replacing the oil filter, I noticed a small gap at the top of the oil filter cap. It does not seem to completely seat on the canister. When I use an inspection mirror to look at the edge of the cap, I can see the thinner of the two o rings that seal the cap. Is this normal?

The bigger "O" ring is what seals the cap and prevents oil leakage. The smaller "O" ring is more like a dust/debris seal that is supposed to keep outside debris from getting in between the cap and the housing.
