2005 GTI not running right.

Help. 2005 GTI. Here is the problem, hope someone can help. The “boys” got a bunch of fishing line tangled in the impeller. They flipped it over in the water to remove the line. After getting it out and flipping it upright it ended up with water in the engine.
After many hours of work I got most of the water out. It now starts,idles and runs well Up till about 1/4 throttle. To get it above 1/4 throttle you have to chokE it a little to get it to rev up. It then seems to run good at full throttle. The next time you slow down to below 1/4 throttle you have to go through the same procedure. We ran it for a good 1/2 hour still the same. I have checked the fuel filter a couple of times, no water in the gas.
Any body have any a idea what is going on?
 
You may have water in the fuel pump diaphragm. It will prevent the diaphragm from making a full stroke and it won't pump enough fuel. You may need some carb gaskets to replace if you damage any. The line that goes from the engine block to the carb is called the PULSE line, I believe that is the name. When you got water in the engine block it may have and probably did get into the carb fuel pump VIA that line. Pull the carb and check it out. Good Luck
