2003 sea doo gti le rfi

Can't find the problem my 03 gti le rfi . Will not turn on in the water but will fire up every time on the hose and Rev fine . I have checked compression , fuel, plugs, and has a new battery and checked charging. Can't seem to figure out what it could be right now got the stator cover off cause last time I fire it up it backfired .any help is appreciated thanks

Have you checked the rotary valve clearance?
