2003 gti le bogging down in water

Hello, I have a 2003 gti le and out of the water it starts up revs fine but when I put it in the water it starts fine but it’ll shut off unless I put full throttle on it. But when I put full throttle it’s only going idle speed if that makes sense. Any ideas of what it could be ?

I found this hose by itself is this supposed to connect to that hole over there? Any ideas would be well appreciated I just wanna get back into the water

That one nipple definitely looks like a fuel nipple, but the hose does not look like a fuel hose.
