2003 4-tech supercharged current draw

When I hook up my battery I get a click and then a few seconds later a quieter click. If I leave the battery connected the cycle repeats. Whatever it is, it draws about1.6 amps at the first sound and about 1 amp at the quieter click. If I pull the fuse for the stop start switch there is no click but then there is a different noise. Something like a fuel pump running. As you can tell I’m lost so any help would be greatly appreciated.
 
charge the battery to 12.6 V…and then load test it…(let’s get it out of the equation as soon as possible).
 
Ok. New battery tested 12.67 v on meter. Above 400 amps on my harbor freight load tester.
I had previously cleaned the two 30 amp fuse holders because they had some corrosion. The first and loudest click is the TOPS valve. The second softer click seems to be from the top of the fuel tank.
The other continuous noise like something running I have no idea what or where that is coming from.
 
Normally,,,you put the key on,,,the pump primes for a bunch of seconds,,,a high pitched sound,,,,,,(I forget how many seconds,,,it’s in a manual)…,,then you hear nothing,,,of course when you press the start button,,,you will not hear the pump,,,but if you put your hand on it,,,you will “feel” it running,,,
 
ok so I'll see if that is the fuel pump running and if it shuts off on it's own. Now can I assume the TOPS valve is bad if it draws current at rest ?
