2002 GTI LE

Ran only once in water this year but was fine except for inconsistent starting.
Before winterizing I
removed starter>rebrushed it> reinstalled.
Wanted to run before putting away for winter. It cranks fine, spark is fine, compression aok, gas flow good as spark plugs are wet after removal and reinstall. Still no starting.
Got frustrated and finished anti freezing and decided I’ll deal with it in the spring. Any suggestions from you fine folks out there about what I may have missed? I’m leaning to a carb issue. Thx

Yea agree. It’s all winterized now so will leave for a surprise spring start up! Selling it once I get it proven reliable again. Thx
