2001 Seadoo GTI - Half Ring not fitting properly on Steering Cable

So my cable lock broke and I have ordered the new cable lock and it came with a washer and a half ring. Everything was going well in the replacement until I went to put the Half Ring on. I located the groove that it is suppose to fit into, but the 2 pieces do not come together, so the cable lock does not slide over it. I am not sure if the small opening side of the half ring is to small or if I am just doing something wrong. The cable lock and washer both fit fine, it is just the half ring pieces not coming together completely to slide into the cable lock.

Does anyone have any suggestions or a picture of where exactly the Half Ring goes on the steering cable?

There is a groove in the cable housing that the ring should fit in perfectly.

Are you sure you have the cable on the correct direction?

Yes, I didn't replace the cable, so it is in the correct way. I was able to get the half ring on with a little modification, but it is tight and snug and I was able to get the cable lock to slide over it.
