2001 LRV water pressure low

I have a 2001 LRV that has 54 hours and has had a rebuild for a burnt piston at 53 hours. It has had a new wear ring installed. The wear ring gap measures .009 in at tightest point & .010 in at widest. At idle it has no water from the two holes below the tow hook. Off idle just a bit it has flow at said holes and water is quite warm. It melted the 4 in rubber exaust joint after the expansion chamber twice in about 20 min. I have pulled head & checked & replaced gasket with no problem found. I also checked all hoses,check valves and solinoid from front to rear & no problem found. I believe it has more pressure now than it did before I checked all this but not sure water pressure is sufficent at idle. Could someone please advise me as Im a 40 year auto tech and so have some mechanical background but just not much on PWC.Thanks in advance Doug
 
It isn't uncommon to have very low flow at idle, especially if your idle is set too low. Should be 1500 rpm in the water.

If you are melting exhaust couplers then the pipe isn't getting water from either a plugged hose, plugged pipe or the water control valve on the muffler.

I've checked all hoses and tried to check the water control valve. It cools great on water hose but i understand that I'm forcing water instead of having the pump force water through the 4 holes in thrust hub. I'm not sure the proper procedure for testing the control valve. How warm should water be exiting the two ports on rear at tow hook at RPM?
