2001 GTI with no spark

Hello all. I just purchased a 2001 GTI with a 717 in it for my son. It started fine and the guy we purchased it from was fouling plugs. He was pre mixing and using pump because he did not know if the pump was working. When I got it home it fired up fine and smoked like crazy. I put the plug wires on the grounding posts and pulled the small oil line and cranked to check to make sure that the oil pump was working. After putting the plug wires back on the plugs, it would not start. After using shop manual and testing for spark with a timing light, I lost spark. I thnk I have it narrowed down to the charging coil.

This is why. testing stator wires I have 54.6 ohms at both black (which is good) I have 0.4 ohms which the yellow which is good, but while cranking I am only getting 6 to 7 Vac and it should be 18 to 24 Vac. Manual say then the charging coil is bad.

So, stator assembly?
