2000 gti starter relay

I am having problems with my GTI

press the starting button and nothing happens.

Have 12.4 volts in the battery
I have 12.4 volts going into the starter relay
I have 12.4 volts going to and from the fuse
that is where I loose it.

I purchased a new relay, in the process of installation, I noticed something got crossed and a spark came from the battery or power box.

after installed... I stall get nothing from the starter button

I can cross the relay and get the engin to turn over.

any thoughts?

A wrench across the two lugs will engage the starter.
