1999 GTX RFI Sluggish at low RPM

I have a 1999 gtx rfi that has been giving me some issues. At first it ran fine on the trailer, but wouldn't go over 4200 rpm and 10 mph in the water. I checked compression (150 and 152 psi), changed plugs, checked fuel pressure (55 psi), replaced tps, put in a new wear ring, cleaned fuel and oil systems and rave valves, and finally with etemplate's great advice I replaced the rave valve solenoid. Replacing the solenoid fixed it for the most part, but now it is very sluggish at low rpm. I'm lost now. Any advice would be great. Thanks.
