1998 seadoo xp

My 1998 xp 951 is not pulling gas to the carbs, does anyone know why? I've done a complete carb and fuel system rebuild with genuine mikuni parts and replaced all the grey tempo fuel lines.Ive checked the pulse line and it is working as it should. The engine does fire over on starting fluid. Finally I tested pop off pressure on the carbs and it was fine too. I'm running out of ideas so if appreciate the help.
