1997 xp starting issues

I have issues restarting pretty much immediately after stopping the motor every time. Ski runs great when running. Just had service done....carbs cleaned, new fuel lines installed, and all filters replaced. It seems to me that it is loading up with oil when stopped because when restarted I get the typical mosquito fogging smoke cloud. It usually takes a minute to thin out when running again. I also get similar results at idle speeds to. Lots of smoke. Anyone with ideas would be greatly appreciated!

could be a simple carb adjustment

I talked to a guy at the dealer and he said it could be bad check valves in the oil pump or bad inner crank seals.
