1997 Seadoo gtx 787 rpm’s and speed

I can only get the ski to around 5300 rpm’s and that’s full throttle speed about 40 on the gauge and when running flat out it sounds like it wants to go and it even bumps up like it’s going to the levels back off and keeps doing that could it be my wear ring

Carbs? Starving for fuel.
A worn wear ring would let it rev higher
rave valves opening?

Could also be the rave valves, sounds like almost identical symptoms to my 97 GSX, ended up being dirty valves
