1996 seadoo hx wont start

Hi i recently purchased a 1996 HX great machine but one of my buddies sank it and ive had to replace the MPEM, ignition coil, starter solenoid and the starter since. I can get the machine to fire but it will sputter out like it is fuel starved. Im thinking it is a carburator issue. I checked the plugs and one comes out covered in fuel and the other is dry sometimes. When it does fire the throttle also seems to bog it out.does anybody have experience with this or can lend a hand?

My guess is water still in the magnito houseing, and the carbs & delivery need gone thru.
 
it still sparks, so thats why i didnt think it would have been the magneto. Im going to take a look into the carbs and change out the old tempo fuel lines as well as open up the magneto and take a look. thanks
 
i opened up the carbs and there was definately oil/water in one of them on the side by the pulse line, it was sealed in by the clear plastic sheet.
 
I took the carbs rightout and tipped the machine right on its side toward the carburator side and water/oil poured out of the 2 holes from the bottom of the engine. thats exactly the problem so im gonna get all the water out and put the carbs back in and try to restart it
 
ok so ive got it running on one cylinder, my belief is there is no fuel getting to the cylinder closest to the battery, is there a throttle plate in the intake manifold that could be blocking off the fuel entry?
