1996 gtx front bumper falling off

Over the last few years the front bumper on my ski is starting to fall off on one side and I was wondering if any of y’all had this problem and how you fixed it? It is riveted on and I’m not comfortable trying to put more rivets in it and I tried to put some marine sealant but couldn’t get good contact for it to stick. If anyone has any suggestions to get it to stay back in place I’d greatly appreciate it.
 
There is a fiberglass overhang that is part of the hull and the holes are already there. If the rivet is still there but ripped through the bumper you will need to drill the rivet head off and push the remainder of the rivet out.
 
So, sometimes I am able to secure the piece using very wide rivet heads, but put a washer on the hull side, so that the rivet has metal to pull against instead of fibreglass. When that fails, I use stainless machine screws, with a washer on the hull side,
 
I use 4 stainless machine screws with stainless/nylon locking nuts on the back side. Do this and it'll never loosen...
