Got it, thought the oil pump arm could not rotate around, but it could. When carbs were disconnected, apparently the arm did a 180 or 360 and the spring disengaged (it wraps around the lever). Pulled the nut off the lever and found the arm would do a 360. Turned around once, got spring tension back in linkage (spring engaged).
NOTE When pulling the carbs off the boat and disconnecting theh linkage, be aware the spring on the oil pump lever will rotate and you'll see the oil pump linkage on the carbs re;lax and have not return spring tension when you reconnect all carb linkage and motion to full throttle. Be aware of the spring and let the lever on the pump down slow and easy on removal, to allow the spring to relax but not to point of disengaging the lever on teh pump.
