1995 XP dripping water at VTS housing?

Help (again). Today I replaced the thru-hull fitting and the bearing seal, and reinstalled the drive shaft on my 1995 XP (bearing seal had seized and ripped off the original thru hull...) Test run shows that this repair was successful (no leaking at the drive shaft boot or at the new thru hull fitting).

However, I spotted a new problem. Now I notice a rapid drip of water coming from what appears to be the VTS housing (only when engine is running). I replaced the VTS boot last year, so don't think that is the issue, unless I did something to it when I reassembled the drive/pump when replacing the boot/bearing seal. Not sure if this is important or not, but also found a broken black zip tie in the water well under the VTS housing

Any suggestions on what would be causing this leak from what appears to be the VTS housing, and how I can fix it (cheaply...)

THere is a rubber gasket and sometimes an o-ring that seals the VTS unit to the hull.
 
If it only happens when it's running I would guess it isn't the VTS. I would check the hoses and fittings behind it.
