seat off

My 98 GSX Limited has been in and out of the shop lately. The latest problem it has is really odd. With the seat on, it will top out at 35-40MPH. The motor sounds fine, the ski just doesn't get up to top speed. However, when I take the seat off it tops out at 65MPH. The best I can determine...
