forward reverse stuck

I was going about 30 on flat conditions then turned the engine off and on because I had to talk to someone. When I turned it on it was stuck between forward and reverse. Also the turning gets stiff when I try to accelerate. Top speed I can go is 4 and if I accelerate more it's 6,7, and u can...
