bogg carb rebuild fuel

I have a 96 Seadoo GTI, and am having a bogging issue. I had the same problem last year and it went away with a couple quick revs and then its fine for the rest of the day, but now after changing the fuel tank, lines, filter, and doing a carb rebuild it’s a lot worse. I don’t think it’s the fuel...
