OP mentions they replaced the wear ring. If there was a reason to replace the wear ring, then the impeller undoubtedly took some damage too. It only takes a slight ding to destroy the top end performance of the impeller. Filing it smooth again might make it work OK, but you won't ever get back...

On pretty much all jet-pump PWC's, there is siphon bilge drainage system. That system sucks out any water through a pickup at the bottom back of the bilge (on either side of the pump tunnel). From there, a hose (or two hoses) goes up to the top of the engine compartment, above the waterline...

I had some that were giving me problems after last time I had them out for winterizing. I cleaned all the grease out from the hole and the ridges on the coil that help hold it in. Then pressed it in slowly and off to one side to allow the air pressure to escape. Worked it in until it was not...
