water at tops valve

anybody ever have this issue . i often find about an ounce of clear water sitting in the top of my breather hose where it connects to tops valve(i remove breather hose and drain water , to find more after a couple weeks). only on my port engine . bilge is bone dry rest of intake is dry.. cant figure out where the water is from. motor struggles to reach 7500 rpms. no check engine light . last time this happened i changed spark plugs. and all was good. boat is an 06 speedster 200 430HP scic. I am open to any suggestions

Tops.. Not in all boats valve design to block oil from drain out of motor in the event of a tip over tops = tip over protection. Connects to breather hose breather hose vents oil vapor and pressure from top of motor into intake
