Towing Skiers

To those who do tow sports, how exactly do you do this with a 3 UP which only has a 450 lb capacity? Is it ok to do in a small body of water even if all three persons exceed 450 lbs?
 
That is the Coast Guard rated capacity as specified by the manufacturer. I don't know if there is any legal issue with exceeding this but it could be unsafe. You would have to check with the laws in your state.
 
The state laws I have seen mention that the PWC must be able to seat 3 people: (the operator, observer, and the skier). It does not state anything about the weight capacity.
